Cold at the top: air

A radiator warm below and cold above has an air pocket sitting at its high point, blocking water from the top section. Bleeding it with the system off and cool releases the air and restores the panel, and on a sealed system the pressure gets checked and topped after, since bleeding lowers it.

Balancing is the deliberate throttling of the easy radiators, using the lockshield valve at the non-thermostat end, so flow is pushed onward to the distant ones.

It is an adjustment, not a part, and it transforms more systems than any component swap. It is also the check worth requesting after any radiator change or boiler swap, because altering the circuit alters the balance.

One dead radiator, or a tired circuit

A single stone-cold radiator with warm neighbours usually has a stuck thermostatic valve pin or a closed lockshield: with the head removed, the pin should press and spring freely. Freeing a sticky pin is a small job; a valve that will not free wants replacing before winter rather than during it.

Everything lukewarm and slow to respond points at circulation or control: a tired pump, a diverter issue, or clogging at the system's pinch points. That is diagnosis territory, and the clue that helps most is your description of the pattern: which rooms, how long to warm, what changed recently.

Should I bleed radiators with the heating on or off?

Off and cool. Bleeding with the pump running can draw more air in, and hot water at a bleed valve is an avoidable scald risk. Afterwards, check the pressure on a sealed system.
